This claim was initially made by CapFrameX, which reported that the new AMD Radeon RX 6800 gives a 2500 Mhz+ when the GPU core temperatures have a minimum value of 60 degrees, which can also maximize up to 63 degrees. But still, there hasn’t been any data found depicting the fan speed, etc.
